Intergovernmental Authority on Development (IGAD) Delegation’s visit to the World Meteorological Organization (WMO), 16 September 2016, Geneva
The important role of IGAD in the region to help and assist its members to adapt to climate change in the different socio economic sectors is well recognized. The World Meteorological Organization (WMO), as the UN specialized agency for Weather, Climate and Water is playing a leading role to address climate issues and hosts the Global Framework for Climate Services (GFCS). WMO also facilitates the monitoring of the global hydrological cycle through its World Hydrological Cycle Observing System. WMO and IGAD mandates offers good opportunities for closer cooperation of the two organizations. Based on an overarching Memorandum of Understanding (MoU) between the WMO and IGAD, signed in Geneva in April 2006, a Specific Agreement for the implementation of IGAD-HYCOS project sponsored by EU was signed between WMO and IGAD in September 2013. It was realized that there is a need for a consultation meeting between WMO and IGAD to review and strengthen their cooperation for the benefit of their member countries in the sub-region.
As the EU financial support to IGAD-HYCOS Project is coming to an end in March 2017, it was realized that there is a need to discuss and agree on the future cooperation between WMO and IGAD to ensure sustainability of the project achievements and maintain the existing cooperation among all parties involved. In this regard, WMO Secretary General extended an invitation to the IGAD Executive Secretary to visit wmo Secretariat in Geneva on Friday 16th September 2016 to discuss with the WMO’s Secretary General and the Climate and Water Department the existing cooperation between WMO and IGAD and identify common areas for joint activities to address Climate and Water issues. The IGAD Executive Secretary, H.E Ambassador Eng. Mahboub Maalim appreciated and accepted the invitation and was accompanied by Dr. Artan Guiled, Director, IGAD Climate Application and Prediction Center.
The WMO Secretary General, H.E Professor Petteri Taalas received the IGAD Delegation in his office. During the meeting, both emphasized the need for cooperation and reaffirmed the continued cooperation between IGAD and WMO. A technical meeting was also organized between IGAD delegation and the Climate and Water Department in WMO. WMO senior climate and water experts, including Dr Johannes Cullmann, Director of Climate and Water Department and Dr Dominique Berod, Chief Division of Basic Systems in Hydrology, discussed different issues related to climate and water with the IGAD delegation.
