IGAD-HYCOS PROJECT 4th STEERING COMMITTEE MEETING

IGAD-HYCOS Project Management Unit in collaboration with Directorate of Water and Environment Resources Development of the Government of Uganda organized a successful IGAD-HYCOS Project Steering Committee meeting at Laico Lake Victoria Hotel in Entebbe, Uganda from 28th September-1st October 2015. The meeting was officially opened by the Permanent Secretary representative Ministry of Water and Environment who emphasized on the need of effective management of water resources. Several high profile speakers during the opening session also emphasized that water resources in the IGAD region and the world at large should be well managed using the latest technologies. The main objective of the meeting was to allow member countries representatives’ to assess the progress of the implementation of the project activities and to follow up the recommendations of the previous Steering Committee meeting and discuss the way forward of the project to ensure successful completion of the project.

The main purpose of the meeting was to allow the Steering Committee (SC) members to monitor the work and assess the implemented activities in accordance to the recommendation of the last meeting. It is also to allow them to discuss and exchange views on the work progress and provide guidance to the HYCOS Project Manager (HYCOS-PM) to ensure successful implementation of the remaining activities.

The meeting was attended by 35 participants including the SC (Steering Committee) members and NFPs (National Focal Points) from 9 countries (Burundi, Djibouti, Ethiopia, Kenya, Rwanda, South Sudan, Sudan and Uganda) and representatives of the IGAD (Intergovernmental Authority on Development), EU (European Union), WMO (World Meteorological Organization), NBI (Nile Basin Initiative), WB (World Bank), GIZ (Gesellschaft für Internationale Zusammenarbeit), UNDP and SEBA, the French Institute for Research and Development (IRD), the IGAD Climate Prediction and Applications Centre (ICPAC) and IGAD-HYCOS Project Management Unit (PMU).

The SC members discussed and agreed on specific conclusions and recommendations related to the implementation of IGAD-HYCOS activities during the remaining period. The PMU was requested to follow up implementation of the recommended actions and to report to the next meeting.

The Steering Committee members appreciated the recent accelerated progress in implementing the Project activities and requested the Project Manager to maintain the gained momentum. They requested IGAD and WMO to request the EU for an extension at no cost for another one year.

The Steering Committee members commended WMO’s commitment towards its member countries and WHYCOS programme and its projects. Recognizing WMO role in supporting and encouraging the active forums to promote and address water issues, the Steering Committee members requested WMO to continue assisting and supporting IGAD-HYCOS Steering Committee as an active forum to address hydrological issues in the region.

The meeting was officially closed by Mr. Mohamed Moussa, Ag. IGAD-Executive Secretary on 1st October 2015. In his closing remarks, he thanked all participants for their commitment and contribution towards the success of the meeting. The last day of the meeting was devoted to a field trip where SC members visited one of the IGAD-HYCOS stations, National Water and Sewerage Corporation station in Entebbe and the Nile Basin Initiative (NBI).
